Qinghai-Tibet Interconnection Project Put into Trial Run

The Qinghai-Tibet Interconnection Project, by far the largest power transmission and transformation project built in the coldest region at the highest altitude with the most construction difficulties, was put into trial run on December 9, 2011, one year ahead of its schedule. Chinese Premier Wen Jiabao, Chairman of the National Committee of CPPCC Jia Qinglin, Vice Premier Li Keqiang, and Vice Premier Zhang Dejiang made important comments recently to affirm the achievement, and require to ensure the project’s safe and stable operation and play the role of a model project. The trial commencement ceremony was held at the Great Hall of the People when Vice Premier Li Keqiang announced its trial run and greeted to the construction workers.


The completion of the Heavenly Electric Road crossing Qinghai and Tibet put an end to the isolated operation of Tibetan grid, solved the power shortage problem constraining Tibet’s development, and provided secured power for the development of the Circular Economy Pilot Area in Qinghai Qaidam and the construction of the National New Energy Base. The project also signified the grids’ full interconnection in Chinese mainland, enabled the National Power Dispatching & Communication Center to directly dispatch power from Tibet, and laid a solid foundation to solve the power problem for Tibetan urban and rural residents and for agricultural and industrial production.


Li Keqiang shook hands and talked with representatives who participated in the design, construction, and supervision of the project at the ceremony. He said: “ working in the alpine region with an anoxic environment, you had to face a lot of technical and living security problems. However, you accomplished this tough task with your loyalty to the country, your passion for the people in Qinghai and Tibet, and your courageous spirit. You overcame the limit of life, and built this ‘Heavenly Electric Road’ or the ‘Bright Heavenly Road’ in this snow-covered plateau in just more than a year, with no injury or casualty. I’d like to extend my thanks and warm greetings to you on behalf of the Party Central Committee and the State Council.”

Li Keqiang also said that the Qinghai-Tibet Interconnection project would play an extremely important role in implementing the strategy of propelling domestic demand, improving energy transmission, enhancing the power supply capability in the Tibet Autonomous Region, improving the living conditions for people of all nationalities in Tibet, and protecting the ecological environment. He hoped all units could make continued and persistent efforts to do a solid job, well manage and maintain the project, endure its stable operation and the safe transmission, safeguard the stable power supply, and provide electricity support to the Qinghai-Tibet Plateau’s ecological construction and economic development.


As one of the pilot projects in China’s western development strategy by the State Council, the Qinghai-Tibet Interconnection Project consists of Xining-Golmud 750kV Transmission and Transformation Project, Golmud-Lhasa +/-400kV DC Transmission project, and Mid-Tibet 220kV Grid Project. The project has a total length of 2530 km from Xining to Lhasa, with a total investment of more than 16 billion yuan. It took the project 16 months to complete since its commencement in July 29, 2010.

The Qinghai-Tibet Interconnection Project goes through the hinterland of the Qinghai-Tibet Plateau, which characterized with extreme coldness, lack of oxygen, complex geology, and widespread permafrost. The construction was technologically difficult and the task was a hard one to accomplish. SGCC attached great importance to the project with strengthened leadership, deliberated deployment, and careful organization. Project construction headquarters were set up along with ten ensuring systems regarding safety and quality, environmental projection, technological research and health care. Over 30,000 construction workers carried forward their corporate spirit of “in search of excellence, in pursuit of out-performance” along with their deep feelings towards the people in Tibet and Qinghai and their high sense of political responsibilities, worked and fought at the “forbidden zone of life”, constantly challenged the survival and construction limits, withstood so many world-level problems such as the foundation construction on frozen ground in alpine regions, ecological environment protection, physical health safeguard, and equipment insulation, and set a new world record of the electric power construction with high altitude.

Leaders presented at the ceremony also included the Party Secretary of Tibet Autonomous Region Chen Guoquan, Chairman of Tibet Autonomous Region People’s Government Padma Choling, Secretary of the CPC Qinghai Provincial Committee Qiang Wei, Governor of Qinghai Province Luo Huining, Chairman of the National Development and Reform Commission Zhang Ping, Deputy Secretary-General o the State Council You Quan, SASAC Director Wang Yong, SERC Chairman Wu Xinxiong, as well as leaders from the State Council Research Office, Ministry of Finance, Ministry of Land Resources, Ministry of Environmental Protection, Ministry of Water Resources, and the National Federation of Trade Unions. Liu Tienan, Deputy Director of NDRC and Director of NEA presided over the ceremony. Deputy President of Tibet Autonomous Region Ning Yexian was at the sub-venue in Lhasa.

SGCC President Liu Zhenya, EVPs Zhen Baosen and Shu Yinbiao presented at the ceremony at the Great Hall of the People.

Representatives from Tibet Autonomous Region, Qinghai Provincial Government, NEA, and SGCC introduced how they organized veteran professionals to crack down all kinds of difficulties on ‘the roof of the world” and accomplish their tasks brilliantly. Liu Zhenya said that SGCC would implement the decisions from the Party Central Committee of CPC and the State Council, carry out important instructions from the central leadership, ensure the project’s stable operation with persistent efforts and strengthened management, and make greater contributions to the economic and social development in Tibet and Qinghai as well as building a harmonious society.
